PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Early Childhood this class is accountable for supervising the statewide licensing and regulation of child care programs and providers.
SUPERVISION RECEIVED
Receives general direction from an administrative official of higher grade.
SUPERVISION EXERCISED
Supervises a staff of Child Care Licensing Specialists and other staff as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Identifies staff training needs and designs and provides training to meet needs;
- Conducts performance evaluations;
- Determines priorities and plans program work;
- Develops, implements and ensures maintenance of program procedures;
- Develops or makes recommendations on development of policies and standards;
- Maintains daily communications with staff and child care licensed providers to ensure consistency in the implementation of regulations, policies and procedures;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies, procedures and legal proceedings;
- Prepares reports and correspondence;
- Provides budgetary input;
- Interprets and explains child care licensing laws, regulations and policies to child care professionals and the public;
- Reviews child care licensing proposals and makes recommendations concerning regulations and statutes that impact the child care licensing programs;
- Oversees complaint investigations including the coordination of joint investigations with the Department of Children and Families (DCF), law enforcement officials, local officials and others;
- Mediates disputes over regulatory compliance between licensing staff and child care provider staff;
- Works with representatives of other state agencies and outside officials when establishing and implementing joint agreements and policies;
- Contributes to preparation of statement of charges and notice of violations;
- Prepares cases for referral to adjudication;
- Represents agency in formal enforcement and administrative proceedings;
- Represents the Division in agency meetings, community meetings and with Commission;
- Alerts the Commissioner of cases needing immediate attention;
- Conducts staff meetings;
- Works with information technology staff concerning programing requirements, testing and troubleshooting analysis;
- Represents agency on committees, task forces and professional conferences;
- Prepares and presents training to DCF staff on MOU;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience providing professional child care services with involvement in program development and operational policy.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory or consultative capacity providing professional advice and/or technical support in the field of child care.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in child development, early childhood education, public health, social work or other closely related field may be substituted for one (1) additional year of the General Experience.

For state employees two (2) years of experience as a Child Care Licensing Specialist may be substituted for the General and Special Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
