PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for administering the programs and operations of the Public Health Laboratories.
SUPERVISION RECEIVED
Receives administrative direction from a Public Health Administrator or other administrative official of higher grade.
SUPERVISION EXERCISED
Administers programs and operations of Public Health Laboratories; directs all staff.
EXAMPLES OF DUTIES
- Administers staff and operations of laboratory;
- Develops, implements and evaluates laboratory policies, goals and objectives;
- Designs and develops laboratory programs and activities;
- Implements new procedures and procedural revisions;
- Determines appropriate staffing levels and directs management and coordination of staff;
- Designs and implements performance review standards for laboratory staff;
- Prepares laboratory budget;
- Maintains contacts with individuals within and outside of laboratory who might impact on policy or program activities;
- Approves or disapproves certification of public and private laboratories which come within legal jurisdiction of department;
- Prepares or supervises preparation of operational, scientific and educational reports and publications;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

- laboratory techniques in fields of medical and sanitary microbiology, analytical chemistry, radiochemistry, biochemistry and clinical investigation;
- medical entomology, industrial toxicology and statistical methods for design of experiments and interpretation of experimental data;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of professional experience in a public health, clinical microbiology or chemical laboratory.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been administrative, managerial or consultative experience or a combination thereof as a laboratory director with major high complexity program responsibilities in genetic and infectious diseases, organic and environmental chemistry, toxicology, epidemiology or environmental health.
SPECIAL REQUIREMENTS
- Incumbents in this class must at all times meet current certification qualifications to manage and direct the laboratory personnel and performance of high complexity tests and be an operator of a laboratory in accordance with the requirements of the Clinical Laboratory Improvement Amendments (CLIA) Title 42, Part 493.1443, as they may from time to time be amended. The laboratory director must:
- Be a doctor of medicine or doctor of osteopathy licensed to practice medicine or osteopathy in Connecticut and be certified in anatomic or clinical pathology, or both, by the American Board of Pathology or the American Osteopathic Board of Pathology or possess qualifications that are equivalent to those required for such certification; or
- Be a doctor of medicine or a doctor of osteopathy licensed to practice medicine or osteopathy in Connecticut and have at least one year of laboratory training during medical residency or have at least 2 years of experience directing or supervising high complexity testing; or
- Hold an earned doctoral degree in a chemical, physical, biological or clinical laboratory science from an accredited institution and be certified and continue to be certified by a board approved by the Department of Public Health and Human Services for such purposes.
- Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable diseases.
- Incumbents in this class may be required to undergo and successfully complete security background checks.
- Incumbents in this class may be required to travel.
