PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Division of Criminal Justice, Office of the Chief State's Attorney this class is accountable for supervising the payroll operation.
SUPERVISION RECEIVED
Receives general direction from the Director of Financial Services.
SUPERVISION EXERCISED
May supervise Payroll Clerk or other staff as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations for policies, standards or procedures relating to payroll processing;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- Processes time and attendance in state payroll system for all employees and court transcriptionists;
- Process employee reimbursements for personally paid non-payroll expenses such as travel;
- Runs and audits time and attendance and payroll reports for state system and reconciles discrepancies;
- Verifies accuracy of all payroll computations;
- Responsible for closely supervising or preparing more complex portions of a payroll such as retroactive payments, termination payouts and garnishments;
- Supervises payroll record keeping, coding and reconciliations;
- Reviews and updates in the state payroll system fringe benefit and optional deductions such as health insurance, life insurance, deferred compensation, savings bonds, etc;
- Answer employees' and other state agency questions about payroll related matters;
- Supervises control and distribution of paychecks;
- Reviews regularly employee leave balances and processes corrections as needed;
- Maintains records of compensatory time accrued and used by inspectors;
- Assists in budget preparation by preparing payroll expenditure data;
- Prepares information brochures to inform employees of changes in health care plans, fringe benefit deductions or compensation;
- Conducts performance evaluations;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- relevant agency policies and procedures;
- and ability to apply state payroll procedures, including those specifically related to each of the various collective bargaining units;
- Knowledge of
- and ability to apply relevant state and federal laws, statutes and regulations;
- governmental accounting principles and practices as applied to payroll operations and record keeping;
- benefits and administration procedures;

- skill in performing arithmetical computations;
- skill in working with payroll and spreadsheet software;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of work in complex clerical work in accounting, payroll, record keeping, auditing or personnel benefits.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have had payroll preparation as the principal responsibility.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
