PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Division of Criminal Justice, Office of the Chief State's Attorney this class is accountable for directing the investigatory activities of special unit inspectors and/or for performing special investigations. In addition, the class is used in the following manner:
- Manages the Division's fleet operations
- Coordinates the statewide system for extradition of prisoners and interstate compact cases
- Acts as liaison between the Division and Connecticut State Police and/or investigative staff of various police departments
SUPERVISION RECEIVED
Receives administrative direction from the Chief State's Attorney or from a Deputy Chief State's Attorney or from an Executive Assistant to the Chief State's Attorney.
SUPERVISION EXERCISED
May supervise technical and clerical staff.
EXAMPLES OF DUTIES
- Directs DCJ special investigation programs;
- Plans, organizes and directs all investigation activities;
- Formulates goals and objectives;
- Trains and evaluates staff;
- Interprets, recommends and implements agency policies and procedures relative to inspectors;
- Assigns inspectors to pre-arrest and post-arrest investigations;
- Develops reporting systems and prepares status reports on investigations;
- Reviews activities for compliance with statutory requirements, accepted practices, and Division policies and procedures;
- Acts as liaison with State and local agencies on investigative matters;
- Evaluates complaints received and resolves or refers to appropriate governmental agency;
- Personally handles the most complex, sensitive and/or internal investigations.
Fleet Management:
- Manages the acquisition, use, inspection, maintenance and disposition of a fleet of vehicles for the Division of Criminal Justice;
- Authorizes major repairs; maintains records on all repairs;
- Prepares specifications for vehicles to be purchased;
- Conducts internal investigations on motor vehicle accidents;
- Reviews statewide requests for suppressed registrations and licenses;
- Performs related duties as required.
Extradition:
- Monitors the statewide system for extradition and interstate compact cases to accommodate national and international requests;
- Reviews procedures for the transportation of prisoners and recommends necessary revisions;
- Evaluates and selects prisoner transportation companies to be utilized in Connecticut;
- Reviews receipts to ascertain whether transportation was carried out effectively;
- Monitors all expenses incurred for extradition and interstate compact matters;
- Performs related duties as required.
Liaison:
- Acts as liaison between the Division and various law enforcement agencies and organizations;
- Reviews reports of incidents which require action of the Chief State's Attorney;
- Prepares analyses and recommendations for dispositions of these referrals;
- Plans and organizes joint projects among agencies to avoid duplication of effort and maximize utilization of agency resources;
- Performs related duties as required.

- Knowledge of interstate compact agreements;
- Ability to audit financial documents.
Liaison:
- Knowledge of
- the organization of various law enforcement agencies;
- the jurisdiction of other state agencies.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience as a DCJ Inspector or equivalent experience as a law enforcement officer with a minimum of eight (8) years of experience in criminal investigation.
