PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Children and Families
this class is accountable for directing all medical and/or clinical programs as
it relates to those children under the care and custody of the agency.
In the Department of Developmental Services this class
is accountable for directing the medical and clinical care of individuals with an intellectual disability or other developmental disabilities on a statewide
basis.
SUPERVISION RECEIVED
Receives executive direction
from the Deputy Commissioner or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
- Directs
staff and operations of medical and clinical services;
- Coordinates,
plans and manages medical and clinical program activities;
- Formulates program goals and
objectives;
- Develops or assists in
development of related policy;
- Interprets
and administers pertinent laws;
- Maintains
contact with individuals within and outside of department who might impact on
program activities;
- Represents Commissioner in
medical, clinical and/or medicolegal matters;
- Provides medical/clinical
consultation, supervision and guidance to professional staff both within agency
and community based agencies;
- Evaluates clients needs and
develops appropriate programs;
- Directs investigation of
health complaints, disease outbreaks and deaths;
- Reviews medical practices at
facilities for conformance with policy;
- Develops
educational programs for physicians, nurses and other professional staff
members;
- Leads
the recruitment and hiring of staff, including outreach, interview and
selection;
- Performs
related duties as required.
DEPARTMENT OF CHILDREN AND
FAMILIES
- Oversees
implementation of medical and/or clinical aspects of health related programs;
- Establishes and maintains
liaison with other state agencies, advisory bodies, organizations and providers
responsible for health care of children in department custody;
DEPARTMENT OF
DEVELOPMENTAL SERVICES
- Provides medical review and
consultation component of Independent Professional Review/Utilization Review
Program as required by federal regulations;
- Gives lectures and/or
provides consultation and guidance to private sector physicians, nursing
agencies, universities and parent groups;
- Provides surgical clearance
for admissions to private habilitative nurseries as required by licensure
regulations;
- Functions as medical advisor
for Unified School District #3 as required by federal regulations;
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- modern methods, practices
and techniques employed in medicine, public health, internal medicine and
family practice;
- state child health programs;
- modern methods of dealing
with individuals with an intellectual disability;
- Knowledge of
- and
ability to apply management principles and practices;
- relevant
state and federal laws, statutes and regulations;
- Considerable
- interpersonal skills;
- oral and written
communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Two (2) years of managerial experience as a physician including some experience working with clients served by the agency.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.
- Incumbents in this class must be Board certified in the appropriate specialty.
- Incumbents in this class may be required to travel.
