PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services this class is accountable for directing a comprehensive behavioral health outpatient clinic and community service program.

GUIDELINES FOR JOB CLASS USE

This class is used to direct comprehensive outpatient community based behavioral health treatment programs that have a client caseload of 400 or more. Programs include both direct care and services contracted with community providers.

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and operation of a major behavioral health program;
  • Coordinates, plans and manages treatment services in community based programs; 
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy; 
  • Evaluates staff; 
  • Oversees preparation of program budgets; 
  • Establishes and maintains contacts with individuals and groups within and outside of program who might impact program activities;
  • Develops collaborative programs and working relationships in community and with non-profit contract providers;
  • Administers a recovery oriented system of services;
  • Initiates program changes as required to comply with department standards;
  • Ensures compliance with federal, state and departmental policy;
  • Implements quality assurance program;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May serve as a member of various councils and boards;
  • May participate in legislative projects; 
  • May serve as expert witness in court proceedings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • program principles and practices; 
    • causes, treatment, prevention, recovery and management of crisis in adult psychiatric patient population; 
    • community resources;
  • Knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • resources available for client care; 
    • principles and practices of patient advocacy;
    • causes, treatment and preventions of drug and alcohol addiction and other psychiatric illness; 
    • vocational, educational and rehabilitative services;
    • budgeting and financial reporting principles and techniques related to outpatient and community based programs; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in behavioral health treatment programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been at a managerial level with responsibility for fiscal and administrative management of behavioral health programs.

NOTE:

  • Managerial experience is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and/or monitoring a budget.
  • Behavioral Health is defined as the integration of mental health and substance abuse programs.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
