PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for coordinating and conducting a variety of statewide security and emergency response services designed to ensure the control, integrity, security and safety of state-owned and leased properties, assets and systems.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

Coordinates statewide safety and security programs and associated staff.

EXAMPLES OF DUTIES

  • Acts as a coordinator and liaison between statewide security and state agencies and/or contractors; 
  • Conducts building security assessments of state owned and leased buildings; 
  • Monitors and evaluates contractor performance for compliance with contract reporting and timetable requirements; 
  • Facilitates system installations, schedules tests and maintenance and monitors overall system performance; 
  • Manages and/or operates system accesses, key control, cameras and security console equipment; 
  • Responds to security-related incidents; 
  • Assists in investigations of instances of crime, trespass, damage, disorderly conduct or workplace violence occurring on properties; 
  • Performs video surveillance system reviews; 
  • Maintains and updates records; 
  • Participates as member of DAS Statewide Incident Management team; 
  • Assists in the implementation of evacuation and threat procedures; 
  • Develops and delivers safety and security training programs to state employees; 
  • Coordinates and compiles statewide workplace violence reports; 
  • May deploy contracted security staff as needed; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • security systems, techniques and procedures; 
    • safety procedures and methods;

    • contract evaluation and monitoring functions; 
    • emergency response protocols; 
    • relevant statewide policies and procedures; 
    • planning and coordination of security and/or safety investigation techniques;

    • coordinate a comprehensive security program on a statewide basis; 
    • respond quickly and appropriately to emergencies;

    • analyze emergency situations and take appropriate corrective action.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in investigatory work, law enforcement or technical or administrative work in government security.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class are required to obtain and retain a standard First Aid certificate and CPR certificate.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.
