PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for directing a statewide security and safety management program.
SUPERVISION RECEIVED
Receives administrative direction from the Commissioner or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of division.
EXAMPLES OF DUTIES
- Directs staff and operations of the unit;
- Coordinates, plans and manages unit activities including the statewide Security Operations Center;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of departmental appropriated budget;
- Maintains contacts with individuals within and outside of division who might impact on program activities;
- Conducts formal security reviews of requests under the Freedom of Information Act for access of public records on behalf of state agencies, except those specifically excluded by statute, to determine potential security risks related to disclosure of requested information including security manuals, engineering and architectural drawings, specifications, training manuals, internal security audits and emergency plans, etc.;
- Controls expenditures;
- Maintains inventory of all buildings and structures owned by the State including security measures;
- Establishes and publishes security standards for all state agencies;
- Oversees contracted security staff at state owned and leased buildings and properties;
- Conducts security audits of state owned and leased buildings;
- Ensures maintenance of established security standards;
- Administers enterprise control access system for various state agencies;
- Makes recommendations for building security improvements and responsible for implementing security audit recommendations for capital improvements;
- Reviews designs of renovation projects to determine impact on security characteristics of buildings;
- Conducts sensitive investigations pertaining to workplace violence threats and other security and safety related issues;
- Works collaboratively with law enforcement personnel, community, federal, state and local agencies and other organizations;
- Advises and provides consultation to state agencies pertaining to security and safety management issues;
- Develops effective programs relating to statewide security and safety;
- Administers statewide workplace violence prevention program;
- Manages and evaluates delivery of statewide workplace safety education and training programs;
- Evaluates quality and effectiveness of safety, security and emergency preparedness programs in state owned and leased buildings and properties;
- Monitors changes in laws and court decisions at both federal and state level that may affect statewide security and safety operations;
- Administratively controls and manages the statewide Everbridge emergency alert system;
- Acts as ad hoc member of safety and disaster committees;
- Assumes command during emergency situations;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May testify in court and administrative hearings;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience in security and safety management.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a managerial capacity.
NOTE: Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and personnel management including training of employees.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in criminal justice, security and risk analysis, security management or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and maintain a valid Motor Vehicle Operator’s license.
- Incumbents in this class may be required to travel.

In addition to the checking of references and facts in the application a thorough background investigation of each candidate may be conducted before persons are certified for appointment.
