PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Works, Facilities Management Division this class is accountable for directing the operations of the division.
SUPERVISION RECEIVED
Receives executive direction from the Deputy Commissioner or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of division.
EXAMPLES OF DUTIES
- Directs staff and operations of the Facilities Management Division;
- Coordinates, plans and manages division comprehensive property management program including project management section, safety and security unit and maintenance control center;
- Formulates program goals and objectives including standards of productivity and performance for custodial and trades maintenance;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares division budget;
- Maintains contacts with individuals within and outside of division who might impact on program activities;
- Reviews and evaluates implementation of energy conservation programs;
- Administers contractual services programs to ensure compliance with state statutes;
- Develops specifications and supervises construction of capital projects assigned to department;
- Develops requirements and assesses needs for services in leased facilities for use by Leasing Division;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

- Considerable knowledge of
- and ability to apply management principles and practices;
- relevant state and federal laws, statutes and regulations;
- facilities management planning and control methods necessary to coordinate a large scale property management program;
- building materials, methods and their use in maintenance and operation of large public buildings;

- inventory practices and procedures;

- Considerable ability to design and implement preventive maintenance programs.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in a supervisory capacity with full responsibility for all maintenance control functions including budget preparation, planning and quality review for a large building complex or institution.
NOTE: For state employees supervisory experience is interpreted at the level of a Plant Facilities Engineer 1.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
