PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor this class is accountable for directing the programs of the Office of Research and Information.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of the office.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Office of Research and Information; 
  • Coordinates, plans and manages research activities;
  • Formulates program goals and objectives; 
  • Develops research policies and procedures;
  • Interprets and administers pertinent laws;
  • Maintains contacts with individuals within and outside of government who might impact program activities;
  • Plans and directs collection, compilation, analysis and publication of labor statistics; initiates and directs all research studies;
  • Directs preparation and editing of all technical manuscripts and reports for publication; 
  • Oversees preparation of annual budget request and quarterly supportive information to United States Department of Labor; 
  • Maintains confidentiality of data collected and represents United States Bureau of Labor Statistics in court actions; 
  • Initiates comparative studies of other state and federal labor legislation for evaluating Connecticut's laws and procedures;
  • Oversees preparation of legislative proposals and impact statements and testifies before legislative committees;
  • Provides consultative services on manpower planning and development issues;
  • Speaks before groups regarding labor research and information; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices; 
    • relevant state and federal laws, statutes and regulations; 
    • labor economics and sources of statistics for research in fields of labor and unemployment;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in labor research and analysis or labor economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.
NOTE:
  • Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
  • For state employees this experience is interpreted at the level of a Research Analyst Supervisor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
