PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the inspection, monitoring, data collection, evaluation and enforcement of a specific type of residential, industrial, commercial, institutional or municipal operations and/or facilities.
GUIDELINES FOR JOB CLASS USE
WORKING LEAD LEVEL:
The incumbent reports to a supervisory level class and is assigned full time lead responsibilities over employees in a unit with a minimum of two (2) other Specialists while performing unit work activities.
ADVANCED WORKING LEVEL:
The incumbent independently is responsible for the more complex compliance issues of the various facilities and operations that may include: stationary and mobile sources of air pollution, wastewater treatment facilities (industrial, commercial and municipal), motor vehicle emission, solid waste, landfill intake operations, pesticide control and others as determined by the Department of Energy and Environmental Protection.
SUPERVISION RECEIVED
Works under the limited supervision of an employee of higher grade.
SUPERVISION EXERCISED
Leads Environmental Compliance Specialists and other lower level staff as assigned.
EXAMPLES OF DUTIES
WORKING LEAD LEVEL:
- As assigned by a supervisor plans, schedules, assigns, consults and leads inspections, field studies and surveys to ensure compliance with or sanctioning under state and federal environmental laws and regulations and, when applicable, environmental permits;
- Conducts or assists in conducting employee performance evaluations;
- Acts as a liaison with other units in agency;
- Confers with staff and other outside officials;
- Prepares detailed reports and correspondence;
- Provides instruction and training;
- Assists in development of policies and procedures;
- Performs related duties as required.
ADVANCED WORKING LEVEL:
- Conducts on-site inspections of a specific and more complex type of facility or operation which may involve observation and evaluation of operating conditions and/or sampling or auditing of emissions and/or effluents by manual or instrumental methods to determine compliance with or sanctioning under federal and state environmental laws and regulations and, when applicable, environmental permits;
- Develops, maintains and updates databases;
- Reviews and evaluates compliance reports;
- Develops safety and other procedures to perform tasks;
- Confers with representatives of facilities or operations in matters relevant to assigned bureau;
- Conducts source testing activities with engineers and facility owners and monitors test equipment performance;
- Evaluates process and procedure of most complex technical tests;
- Inspects specific complex facilities, operations and equipment to identify or evaluate malfunctions or non-compliance;
- Reviews applicable owner and/or operator procedures and as-built plans to ensure completeness and accuracy;
- Confers with municipal health and/or environmental officials and others to promote compliance with agency rules and regulations;
- Maintains awareness of changes in regulations and reporting requirements, technology enhancements and advances in sampling and operating methods;
- Reviews and evaluates records and reports that may include testing results and data analyses to determine facility compliance;
- Participates in training of lower level staff as assigned;
- Prepares correspondence, detailed technical inspection reports, enforcement reports and documents;
- May develop, negotiate and provide oversight to contracts;
- May perform more difficult mathematic computations and analysis;
- May act as a liaison with other units in agency;
- May participate in enforcement activities to obtain compliance with permits and regulations;
- May make recommendations for corrective action;
- May issue notices of violations;
- May draft enforcement actions;
- May conduct follow-up enforcement activities to monitor compliance;
- May be required to respond to complaints;
- May attend hearings or testify in court;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in environmental compliance programs relevant to assigned bureau including inspections and/or enforcement activities.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in natural, chemical, biological or environmental sciences or engineering technology may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to difficult and dangerous conditions including chemicals and hazardous materials, heights and a moderate degree of discomfort from exposure to year-round weather conditions.
COMPENSATION GUIDELINES
- The classification of Environmental Compliance Specialist 3 is assigned to Salary Group LS 21a.
- Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group LS 22.
- The Job Code is identified as Salary Plan IE in CORE-CT.
