PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for directing the day-to-day activities of assigned areas in the acquisition (procurement, lease or rental) of statewide equipment and related programs for the State.
GUIDELINES FOR JOB CLASS USE
- Incumbents in this class are responsible for oversight of contracting and legal teams assigned to statewide procurement.
- The incumbent may serve as the Assistant to the Director of Procurement Programs and Services.
- The incumbent must have influence over a significant dollar amount.
SUPERVISION RECEIVED
Receives administrative direction from the Director of Procurement Programs and Services or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs assigned staff.
EXAMPLES OF DUTIES
- Directs staff and operations of statewide contracting including leasing and legal services;
- Coordinates, plans and manages section activities including information technology, construction and real estate leasing, supplies, contractual and legal services;
- Performs a variety of difficult, complex and sensitive legal work;
- Oversees negotiating terms of software licensing agreements;
- Advises on legal matters pertaining to acquisition and disposal of real property and negotiation for purchases, sale and leasing of property;
- Participates in administrative proceedings;
- Advises and makes recommendations to Director and Commissioner pertaining to statewide procurement and legal matters in accordance with policies, statutes and regulations;
- Represents statewide procurement services on legal matters;
- Assists staff and Office of the Attorney General with court preparation;
- Serves as assistant and confidential advisor to Director of Procurement;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May testify in court;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience practicing law with responsibility involving legal matters in the areas of contracts and/or procurement.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a supervisory or managerial capacity.
SPECIAL REQUIREMENTS
Incumbents in this class must be admitted to practice law in the State of Connecticut.
