PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Health Strategy this class is accountable for assisting in the administration of programs and operations.
SUPERVISION RECEIVED
Receives executive direction from the Commissioner or the Deputy Commissioner of Health Strategy.
SUPERVISION EXERCISED
Assists in administering programs and operations of the Office of Health Strategy; directs all staff.
EXAMPLES OF DUTIES
- Directs staff and operations of the Office of Health Strategy including interactions with the Office of the Attorney General as needed;
- Coordinates, plans and manages office activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of division budget;
- Maintains contacts with individuals within and outside of division who might impact program activities;
- Establishes procedures and priorities for timely analysis and evaluation of certificate of need applications;
- Recommends policies and priorities in accomplishing specific short- and long- range goals to assure access to adequate health care services for Connecticut residents;
- Establishes and maintains liaison with health care providers, insurers, regulatory agencies and staff and representatives of health care facilities to coordinate efforts and effectively utilize resources;
- Appears before legislative committees and may testify at hearings;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May serve as hearing officer;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of

- health care planning, administration and finance;
- Knowledge of
- principles and practices of financial management including organization, administration, finance, budgeting, auditing and accounting;

- Considerable ability in interpretation and analysis of complex financial, statistical and technical data.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in health care financial management or health care planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a managerial capacity.
NOTE: Managerial capacity is defined as responsibility for formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and maintaining a budget.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting, finance or health care management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in accounting, finance, business, public health or health care administration may be substituted for one (1) additional year of the General Experience.
- Professional experience in health care facility administration, health program administration, health insurance administration, health planning or a related health care field may be substituted for the General Experience on a year for year basis to a maximum of two (2) years.
