PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Early Childhood this class is accountable for directing the agency program planning and development activity.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Office of Early Childhood related to strategic planning; 
  • Coordinates, plans and manages program activities; 
  • Formulates program goals and objectives; 
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws; 
  • Evaluates staff; 
  • Prepares or assists in preparation of unit budget; 
  • Maintains contacts with individuals within and outside of unit who might impact on program activities; 
  • Develops methodologies for determining priorities in accomplishing short and long range agency goals and objectives;
  • Identifies early childhood service offerings relevant to meeting needs of Connecticut families and their young children; 
  • Reviews and evaluates availability and uses of federal and state funds; 
  • Develops and recommends service expansion, modification and capital improvements to meet needs; 
  • Reviews and recommends human resourcing and organizational changes as needed;
  • Recommends other program changes necessary to implement, coordinate and integrate early childhood services across the agency;
  • Designs and develops assessment techniques for evaluating responsiveness of program and activities; 
  • Provides proposed programmatic changes to meet federal, state and local requirements and standards; 
  • Analyzes future population trends and human resourcing requirements and service needs; 
  • Recommends legislation and regulations necessary to implement changes; 
  • Prepares comprehensive reports on planning, development and maintenance of early childhood programs; 
  • Works with federal, state and community agencies in developing and implementing new or modified programs;
  • Develops and evaluates methods and protocols to provide for quality and cost effective delivery of early childhood services; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

    • current developments and practices for delivery of early childhood services; 
    • state, federal and community based early childhood programs and services;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in the delivery of social, medical, early childhood, education or human services programs involving the planning and administration of services.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have primarily involved health or human service administration for early childhood, early childhood education or planning for early childhood services.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in business administration, public administration, early childhood, education, health, social science or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration, education administration, health or human services planning or development or a closely related field may be substituted for one (1) additional year of the General Experience.
