PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor, Occupational Safety and Health Division this class is accountable for performing as a specialist in planning and organizing educational and training programs.

SUPERVISION RECEIVED

Works under the limited supervision of an Occupational Safety and Health Manager or other employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Performs specialized duties in area of occupational safety and health training; 
  • Plans, organizes, develops and conducts education and training programs related to Occupational Safety and Health Act and its regulations; 
  • Provides technical training assistance to municipalities and state agencies; 
  • Prepares training budget; 
  • Conducts needs assessments; 
  • Develops course objectives, curriculum, outlines and contents; 
  • Selects and develops training methods and materials; 
  • Evaluates effectiveness of training; 
  • Provides in-service training in use and preparation of Connecticut Occupational Safety and Health Act forms; 
  • Conducts side by side inspections with Occupational Safety and Health Act personnel to determine training needs; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of state and federal Occupational Safety and Health Acts; 
  • Knowledge of
    • non-Occupational Safety and Health Act safety codes and regulations; 
    • occupational safety and health inspections methods and techniques; 
    • principles and practices of in-service training; 
    • education methods and techniques; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • assess training needs and determine objectives; 
    • develop, organize and conduct training courses; 
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in occupational safety and health.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have involved safety and health training of employees.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
