PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Division of Construction Services this class is accountable for directing the Construction Process Management unit.

GUIDELINES FOR JOB CLASS USE

Incumbents in this class are directly responsible for managing project processes for capital construction administration. Incumbents are responsible for development of scope of work for construction projects managed by the Department of Administrative Services.

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of unit.

EXAMPLES OF DUTIES

  • Directs staff and operations of the office including managing state construction programs, the bond process and/or plan review;
  • Determines priorities and coordinates, plans and manages unit activities;
  • Formulates and ensures implementation of office goals and objectives;
  • Reviews and evaluates effectiveness of established or proposed policies and/or programs, assesses alternatives and makes recommendations for improvement;
  • Assists in development of policies and procedures and drafts policy statements and regulations;
  • Interprets and administers pertinent laws;
  • Conducts performance evaluations;
  • Prepares or assists in development of office budget;
  • Maintains contacts with individuals within and outside of unit who might impact program activities;
  • Responsible for management of project processes for capital construction administration;
  • Represents department at meetings; 
  • Responds to inquiries relating to assigned programs; 
  • Assists in developing scope of work for construction projects managed by agency;  
  • Analyzes current policies and procedures for consistency with state statutes and agency practices; 
  • Participates in management strategy activities to more effectively implement agency objectives; 
  • Serves as liaison with other agencies, municipal, state and federal governments;
  • Evaluates operations and projects assigned to office; 
  • Makes recommendations for improvements;
  • Provides technical direction to unit staff; 
  • Assists in development of educational and training programs; 
  • Compiles project related statistics and metrics; 
  • Presents at industry events; 
  • Analyzes industry trends and evaluates industry-wide best practices and lessons learned for applicability to agency; 
  • Researches best practices pertaining to capital construction administration;  
  • Prepares reports and correspondence; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in planning and implementing public capital projects or responsibility for legislative and regulatory programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a management capacity with significant responsibility for administering grants or bond process management or legal tasks related to the legislative process and interfacing with key policy makers, state legislative and executive administrative officials.

NOTE: Management capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and personnel management including training of employees.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business or public administration may be substituted for one (1) additional year of the General Experience.
  • A law degree may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class may be required to travel.
