PURPOSE OF JOB CLASS (NATURE OF WORK)
In the State Elections Enforcement Commission this class is accountable for directing the staff and programs of the Adjudication, Litigation and/or Legal and Regulatory Compliance areas.
SUPERVISION RECEIVED
Receives executive direction from the Executive Director and General Counsel or Deputy Director and Associate General Counsel.
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
- Directs staff and operations of the Adjudication, Litigation and/or Legal and Regulatory Compliance program area;
- Coordinates, plans and manages program activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws including explaining complex and technical Election laws and regulations in language understandable to lay persons and officials;
- Prepares or assists in preparation of program budget;
- Maintains contacts with individuals within and outside of agency who might impact on program activities;
- Manages legal and regulatory compliance programs and activities for participants and non-participants in the Citizens’ Election Program;
- Oversees preparation and drafting of legal opinions and advices;
- Represents agency on various boards, commissions, committees and task forces dealing with public policy issues;
- Reviews and evaluates statutes and regulations affecting operational procedures and policies of program area;
- Prepares reports as necessary;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May conduct legal seminars and educational workshops;
- May draft legislation or testimony;
- Performs related duties as necessary.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years in the practice of law including some experience performing legal work in the area of elections.
SPECIAL REQUIREMENTS
Incumbents in this class must be admitted to practice law in the State of Connecticut.
