PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in responding to hazardous materials spills, discharges, and release emergencies, coordinating on scene clean-up activities, and developing and implementing corrective action. Acts as liaison and advises local and company hazardous materials cooperatives.
SUPERVISION RECEIVED
Works under the general supervision of an Environmental Protection Supervising Emergency Response Coordinator or other employee of higher grade.
SUPERVISION EXERCISED
May lead/supervise lower level employees as assigned, and directly supervise response personnel in the field.
EXAMPLES OF DUTIES
- Supervises response teams responding to hazardous materials spills, discharges, and releases;
- Investigates spills and advises local authorities as to appropriate courses of action and precautions to be used in handling the materials;
- Recommends and ensures implementation of clean-up procedures;
- Contacts monitors and may supervise clean-up contractors;
- Conducts investigations to determine cause of accidents and spills;
- Establishes monetary responsibility for spillage clean-up;
- Prepares reports, manuals, and other publications pertinent to hazardous materials spills containment and clean-up;
- Authorizes clean-up expenditures using state and federal clean-up funds during an emergency;
- Photographs incident site;
- Prepares detailed reports;
- Testifies at hearings;
- Ensures effectiveness of equipment;
- Checks for obsolescences and replaces and repairs equipment as required;
- Controls inventory of equipment carried by team members;
- Acts as liaison and advises local and company hazardous materials cooperatives;
- May construct specialized equipment;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of methods and techniques used for containment and clean-up of hazardous materials spillage;
- Knowledge of

- methods and procedures for water, soil, and air pollution control;
- industrial safety practices and procedures;
- state and federal laws and regulations regarding storage and transportation of hazardous materials;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in hazardous materials management or responding to chemical spill emergencies.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in biological science, chemistry, physics, earth sciences, physical sciences, public health, or engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
PHYSICAL REQUIREMENTS
Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
WORKING CONDITIONS
Incumbents must be able to work under difficult and dangerous conditions including wearing cumbersome protective equipment and handling materials of unknown toxicity.
