PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health this class is accountable for performing specialized duties in the planning, monitoring, evaluation and implementation of regional emergency medical service plans and providing technical assistance to assigned regions, including EMS providers, hospitals and municipalities.
GUIDELINES FOR JOB CLASS USE
Each of the five (5) regions shall be assigned one (1) Regional Emergency Medical Services Coordinator. A region includes those towns and boundaries designated by the Commissioner of Public Health.
SUPERVISION RECEIVED
Works under the limited supervision of the Public Health Section Chief.
EXAMPLES OF DUTIES
- Assists assigned regional emergency medical services council with implementation of goals and objectives of regional EMS plan;
- Monitors each major goal area and prepares reports based upon findings;
- Identifies problems and recommends remedial action plans;
- Recommends changes to objectives and strategies to EMS plan to facilitate attainment of goals;
- Assists community leaders in development, review and commentary of local EMS plans;
- Facilitates agency's monitoring and implementation status of local EMS system development goals;
- Provides technical assistance and support to applicants of emergency care services including but not limited to Primary Service Area Responder, Supplemental First Responder Need for Services and Change in Authorization (MIC);
- Reviews applications for emergency care services and provides written recommendations;
- Performs area wide planning, coordination and evaluation of EMS activities for assigned region;
- Obtains required documentation for assigned regional EMS provider services;
- Assists agency and EMS providers with implementation of EMS data system;
- Attends meetings as representative of assigned region and Department of Public Health;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in emergency medical service operations.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in emergency medical services performing as an Emergency Medical Technician or Paramedic.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain an Emergency Medical Technician certification or Connecticut Paramedic licensure issued by the State of Connecticut Department of Public Health.
- Incumbents in this class must possess and retain a current Motor Vehicle Operator license.
- Incumbents in this class may be required to travel.
