PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for directing staff engaged in gathering, analyzing, providing access to and securing human resources and financial data housed in the CORE-CT Enterprise system.
SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of CORE-CT Enterprise Performance Management and Security teams.
EXAMPLES OF DUTIES
- Directs staff and operations of the CORE-CT Enterprise Performance Management (EPM) and Security teams;
- Coordinates, plans and manages functional area activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy and procedures;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Assists in preparation of functional area budgets;
- Maintains contacts with individuals within and outside of functional areas who might impact program activities;
- Provides strategic input on enterprise-wide short and long range planning in areas of data reporting, data analysis and application security;
- Works as part of a management team to establish statewide priorities and enhance reporting and data analysis solutions to meet statewide needs;
- Regularly communicates across agencies to understand financial and human resources reporting needs and identify opportunities to optimize and streamline system reporting and analysis functionality statewide;
- Researches best practices in security to enhance protection of data;
- Researches reporting strategies and tools to improve analytical capability and support business intelligence technology;
- Oversees analysis and development of query instruments, security tools and information system audits to ensure compliance with standards and state and federal data protection requirements;
- Determines system requirements and oversees implementation of new CORE-CT applications, modules and functions related to security and EPM reporting;
- Advises agency officials and trains agency staff in areas of security and reporting;
- Plans and supports staff development;
- May provide expert testimony in cases of staff discipline for security breaches or when information needed to support litigation of a case;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in human resources administration, fiscal administration or information technology.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have involved regularly providing system support of business practices in PeopleSoft or a comparable integrated Enterprise Resources Planning (ERP) environment in at least one of the following ways:
- As a power user in two or more fiscal/administrative areas;
- As a power user in reporting and analysis;
- Serving in a centralized security role.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
