PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Division of Criminal Justice this class is accountable for representing the Chief State's Attorney and the Division of Criminal Justice before the Connecticut General Assembly and for advising the Chief State's Attorney of legislative and governmental matters.

SUPERVISION RECEIVED

Receives administrative direction from the Chief State's Attorney.

EXAMPLES OF DUTIES

  • Evaluates existing laws and anticipates need for new laws by communicating with state prosecutors and police agencies; 
  • Drafts new proposed statutes or changes to existing statutes; 
  • Reviews proposals submitted by other parties which would impact criminal justice; 
  • Monitors progress of bills and advises Chief State's Attorney; 
  • Researches and analyzes information requests from legislators; 
  • Prepares analysis and reports on new legislation for distribution to division staff; 
  • Performs legal research and planning; 
  • Develops policy and procedure changes mandated by statutory changes in the General Assembly; 
  • Reviews Federal laws for impact on State criminal justice system; 
  • Represents the Division of Criminal Justice on boards, committees and study groups; 
  • Assists in the preparation of division budget; 
  • Coordinates summer intern program throughout the thirteen (13) judicial districts; 
  • Researches inquiries on criminal laws and procedure from the public, other state and federal agencies, legislators, and legislative staff; 
  • Conducts special investigations of documented problems and complaints regarding prosecutors; 
  • Lectures on case preparation, search and seizure, etc. to police academy, community groups, etc.; 
  • Serves as Training Officer for division; 
  • May administer and negotiate collective bargaining agreements and represent division in labor relations matters; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • criminal law; 
    • federal and state legislative process; 
    • current and proposed legislation relative to criminal justice; 
  • Knowledge of
    • and ability to apply management principles and practices; 
    • intergovernmental and interagency relations; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
    • negotiating skills; 
  • Considerable legal research ability; 
  • Ability to analyze and draft statutes.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the practice of law.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Three (3) years of experience as an Assistant State's Attorney.
