PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks including planning and analyzing equipment specifications and designs, and designing/implementing telecommunication systems, special communication interfaces for computers, microprocessors and other equipment.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May supervise and instruct engineers, technicians and data processing personnel.

EXAMPLES OF DUTIES

  • Plans, designs and interfaces telecommunication systems, computers and other technical equipment; 
  • Determines requirements and specifies hardware for interconnecting modems, transmitters, receivers, convertors and other telemetry, telecommunications and test equipment; 
  • Runs diagnostics determining hardware failures; 
  • Troubleshoots, repairs, modifies, and installs equipment; 
  • Develops and tests troubleshooting and diagnostic procedures for microprocessor-based analyzers, loggers, control units, and test units; 
  • Prepares reports, technical reviews and operating procedures; 
  • Researches, deals with vendors, and makes recommendations for equipment; 
  • May perform some computer programming; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • design, diagnostics, testing and troubleshooting of the following: microcomputers, microprocessors, data/address and control base, timing circuits, memory devices, TTL and CMOS logic devices, I/O devices, terminals, display devices, pollution analyzers and monitors, and meteorological equipment; 
    • measurement techniques and use of the following equipment in troubleshooting: current tracing and logic probes, dual trace oscilloscopes, multimeters, timing calibrators, signature analyzers, logic analyzers, PROM programmers, emulators and other digital diagnostic and troubleshooting equipment; 
  • Considerable skill in diagnosing teleprocessing operational problems and initiating corrective action; 
  • Skills

    • interpret ideas and information; 
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of technical experience in electronics with experience in the installation, calibration, modification, maintenance, repair, and troubleshooting of complex microprocessing, telemetry, data communications, pollution monitoring or meteorological equipment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in electrical engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in electrical engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
