PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor this class is accountable for directing and administering the programs and operations of the Employment Security Division and other agency units as assigned.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner of Labor or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Employment Security Division;
  • Oversees development, administration and implementation of division programs and special projects;
  • Develops, implements and evaluates policies, goals and objectives;
  • Designs and develops programs and activities;
  • Implements new procedures and procedural revisions;
  • Determines appropriate staffing levels and directs management and coordination of staff;
  • Designs and implements performance review standards for staff;
  • Prepares budget;
  • Maintains contacts with individuals within and outside of division who might impact policy or program activities;
  • Recommends revisions to Connecticut unemployment insurance & employment services statutes;
  • Prepares periodic written and oral reports for Commissioner on such matters as status of unemployment insurance tax collections, unemployment insurance benefits and employment services delivery;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

    • relevant state and federal laws, statutes and regulations including employment and unemployment compensation laws and court decisions in precedent cases;

    • Job Center operations and agency programs, policies and procedures regarding unemployment compensation, employment and training and job placement;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eleven (11) years of experience in job service, unemployment compensation or employment and training functions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in an administrative capacity.

NOTE: For state employees this experience is interpreted at the level of a Labor Department Unit Director.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master’s degree in business administration, public administration or other closely related field may be substituted for one (1) additional year of the General Experience.

Appointed in accordance with the provisions of Section 31-237(a) of the Connecticut General Statutes.
