PURPOSE OF JOB CLASS (NATURE OF WORK)

Directs the activities and functions of the Connecticut Siting Council.

SUPERVISION RECEIVED

Receives direction from the Chairman-Connecticut Siting Council.

SUPERVISION EXERCISED

Directs the professional, technical and clerical staff of the Council.

EXAMPLES OF DUTIES

  • Directs and coordinates the activities and functions of the Council; 
  • Manages the Council office and professional staff; 
  • Issues new releases; 
  • Directs the assimilation of information from environmental groups, government agencies, the general public and various publications for presentation to the Council; 
  • Directs the processing of applications for certificates of environmental compatibility and public need for power facilities; 
  • Prepares the budget of the Council; 
  • Reviews matters requiring legal opinion with the Attorney General; 
  • Interacts with the general public regarding activities of the Council; 
  • Inspects sites of proposed and completed facilities; 
  • Assists the Chairman in interviewing prospective consultants to be retained by the Council; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of economic, environmental, public health and public safety factors involved in certifying facilities (power plants, transmission lines, CATV and telecommunication towers); 
  • Knowledge of State and municipal land use regulations and procedures; 
  • Communication skills; 
  • Ability to draft and interpret legislation concerning facility siting matters; 
  • Administrative ability; 
  • Supervisory ability.

APPOINTMENT

Appointed by the Chairman - Connecticut Siting Council in accordance with the provisions of Section 16-50j(g) of the Connecticut General Statutes.
