PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, State Property Review Board this class is accountable for directing the day-to-day operations and staff of the Board.

SUPERVISION RECEIVED

Receives administrative and executive direction from the Chairperson of the State Property Review Board.

SUPERVISION EXERCISED

Directs staff of the State Property Review Board.

EXAMPLES OF DUTIES

  • Directs staff and operations of the State Properties Review Board; 
  • Coordinates, plans and manages Board activities; 
  • Provides recommendations to the Board for the approval or rejection of the acquisition or sale of real estate and approval, modification or rejection of leases and contracts; 
  • Assists in formulating program goals and objectives ; 
  • Evaluates staff; 
  • Interprets and administers pertinent laws; 
  • Pre-screens proposals from state quasi-public agencies for reasonableness and conformance with statutes, regulations, qualification standards, good business practices and financial prudence; 
  • Prepares agendas for Board meetings;
  • Coordinates Board meetings and ensures maintenance of Board decisions and records; 
  • Conducts appeals hearings; 
  • Maintains contact with individuals within and outside of the Board who might impact program activities;
  • Assures timely presentation in compliance with statutory standards of all matters within the Boards mandate; 
  • Critiques feasibility studies on leasing, development and acquisition of major leaseholds and structures; 
  • Verifies reasonableness of proposed renovations; 
  • Coordinates Board operations with appropriate State agencies; 
  • Serves as liaison with other state agencies regarding administrative matters; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations; 
    • principles and practices of facility design construction and leasing and land acquisition/sale; 
    • and ability to apply management principles and techniques; 
    • statutes and regulations governing the administration and operations of the State Properties Review Board and governing the design, construction, maintenance, acquisition and leasing of buildings;
  • Considerable

    • review design documents and drawings; 
    • perform cost analysis; 
    • interpret legislation and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the acquisition, design, construction, leasing, sale or appraisal of large-scale commercial real estate.

NOTE: Large-scale commercial real estate shall be interpreted as large multimillion-dollar apartment complexes, public institutions, industrial building complexes and/or other building projects of similar size and scope. (Residential developments, small commercial and/or industrial building projects do not meet the Experience and Training requirement.)

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory or managerial capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in engineering, architecture, real estate, appraisal, development and land use planning or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Two (2) years of experience in a consultative capacity as a Professional Engineer or Registered Architect in the design or construction of large-scale commercial real estate projects may be substituted for the Special Experience.
  • A law degree and three (3) years of experience in the practice of real estate or construction law may be substituted for the General and Special Experience.
