PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for directing facilities planning activities and technical services by coordinating the development, preparation, review and implementation of the statewide facility and capital plan.

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

Directs staff of section. 

EXAMPLES OF DUTIES

  • Directs staff and operations of Facilities Planning Technical Services Section in the development, preparation, review and implementation of State agencies facility and capital plans;
  • Coordinates, plans and manages section activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws and building codes;
  • Evaluates staff;
  • Prepares or assists in preparation of section budget;
  • Maintains contacts with individuals both within and outside of section who might impact section activities;
  • Manages planning, engineering, environmental, life safety systems and compliance, and agency-administered construction activities;
  • Directs operations of the Capitol District Energy Center Cogeneration Associates (CDECCA) cogeneration plant, manages the Capitol Area System (CAS) district heating and cooling loop operations, and oversees heating and cooling distribution and production, consultant services;
  • Provides planning, budget management, execution and closing;
  • Analyzes the need for individual projects and determines the most economical and satisfactory method of implementation;
  • Assigns priorities to project proposals based on agency services, existing facilities, and availability of funds;
  • Conducts Capital Planning and annual inventory of real property;
  • Coordinates facilities planning and space utilization with other State agencies;
  • Provides data and technical assistance to the Department’s acquisition and leasing operations as necessary;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations governing the design, construction, maintenance, acquisition and leasing of buildings;
    • principles and practices of facility design construction, planning, leasing and/or land acquisition/sale;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in the design, construction, engineering or project management for large scale commercial real estate facilities.

NOTE: Large scale commercial real estate is interpreted as large multimillion dollar apartment complexes, public institutions, industrial building complexes and/or other building projects of similar size and scope. (Residential developments, small commercial and/or industrial building projects do not meet the Experience and Training requirement).

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory or managerial capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in engineering, architecture, real estate, and land use planning or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Two (2) years of experience in a consultative capacity as a Professional Engineer or Registered Architect in the design or construction of large scale commercial real estate projects may be substituted for the Special Experience.
