PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services this class is accountable for supervising the centralized statewide mail, duplicating, courier and other support service operations.
SUPERVISION RECEIVED
Receives general direction from an employee of higher grade.
SUPERVISION EXERCISED
Supervises assigned technical and clerical staff.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on the development of policies and standards;
- Acts as liaison with other operating units within the Department of Administrative Services, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- Formulates statewide courier schedules and routes;
- Makes recommendations on purchases;
- Assures proper maintenance of mail and duplicating equipment;
- Oversees the maintenance of proper security procedures for the mail service;
- Coordinates the processing of bulk mail;
- Evaluates mail and duplicating equipment;
- Recommends purchases of new mail and duplicating equipment;
- Investigates complaints such as damaged packages or late deliveries;
- Ensures that staff at state agencies keep abreast of changing postal regulations;
- Aids users in planning the economical production of forms, booklets, and other duplicating work orders:
- May operate a computerized mail management system;
- May provide postage procurement assistance for state agencies;
- May estimate costs of duplicating runs;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- duplicating processes and materials including papers, inks, chemicals, computer and camera processes;
- U.S. Postal Service regulations, rates, and classes of mail;
- Knowledge of office practices and procedures;
- Skills

- operate various duplicating and mail equipment;
- make minor repairs;
- identify duplicating and mail operations problems and propose solutions;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in the operation, calibration and maintenance of mail and/or duplicating equipment.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a supervisory capacity in a mail or duplicating operation.
NOTE: For state employees this experience is interpreted at the level of a Duplicating Services Supervisor 1 or Mail Services Supervisor 1.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents may be required to lift moderate weight; may be exposed to noise from duplicating equipment.
