PURPOSE OF JOB CLASS (NATURE OF WORK)

At the Governor’s Residence this class is accountable for all building and grounds maintenance programs, restoration, landscaping projects and supervision of residence staff.

SUPERVISION RECEIVED

Receives general direction from an administrative official of higher grade.

SUPERVISION EXERCISED

Supervises maintenance and custodial staff, reviews work performed by contract employees as assigned and provides oversight of projects by various volunteer groups.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of residence staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans building and grounds maintenance, restoration and landscaping work; 
  • Establishes and maintains building, grounds and contents maintenance procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with security staff, Governor’s Residence Conservancy, volunteer groups and other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Coordinates physical arrangements with event sponsors; 
  • Inspects buildings, grounds and equipment to determine repair and improvement needs; 
  • Receives repair requests, makes estimates of time and materials to meet requests and prioritizes according to need; 
  • Maintains inventories of tools, equipment, supplies and orders or requisitions when needed, possibly requiring interaction with vendors; 
  • Serves as a centralized purchasing officer for properties under their authority; 
  • Coordinates arrangements for deliveries of materials and access to area by workers; 
  • Arranges alternative plans for areas and services disrupted during construction and/or repair; 
  • May solicit bids from outside contractors and inspect contracted work; 
  • May read and interpret design blueprints and specifications for small scale renovations and remodeling; 
  • May make budget recommendations; 
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the repair and maintenance of large buildings.

NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE: For state employees this experience is interpreted at the level of a Maintenance Supervisor 1 (General).

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in architecture, mechanical or electrical engineering, or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength and agility, stamina, and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

  • Incumbents in this class may be exposed to some risk of injury from equipment.
  • The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
