PURPOSE OF JOB CLASS (NATURE OF WORK)

At a state agency with a firefighting function this class is accountable for independently performing a full range of inspection tasks to ensure fire prevention and code compliance.

SUPERVISION RECEIVED

Works under the general supervision of a Fire Lieutenant or public safety official of a higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Reviews construction documents, such as building or structure plans, for fire safety and code compliance, recommends revisions and reports to higher authority; 
  • Designs escape routes; 
  • Inspects construction, new or renovation, to ensure compliance with fire safety codes and approved building or structure plans; 
  • Conducts routine inspection tours of facilities to check for safety and code compliance, proper operation and maintenance of alarm boxes, hydrants, smoke and heat detectors, fire extinguishers, sprinkler systems and foam systems; 
  • Reports dangerous or inadequate conditions for corrective action; 
  • Performs daily inspection and maintenance of personal equipment to ensure readiness for assigned work or emergency situations; 
  • Maintains assigned vehicle with adequate fluid levels and proper functioning; 
  • Stocks vehicle with necessary equipment and medical supplies; 
  • May conduct special investigations; 
  • May supplement the University's emergency services; 
  • May respond to fire/rescue/hazardous materials/medical emergencies, evaluate medical condition of patient, provide temporary treatment and/or critical intervention for injuries; 
  • May communicate with area hospitals for guidance and transport patient to hospital if necessary; 
  • May conduct fire prevention training seminars; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • fire inspection techniques;

    • firefighting and fire prevention; 
    • fire equipment and their maintenance; 
    • hazardous materials and instrumentation;

    • read and analyze building or structure plans including blue prints; 
    • prepare comprehensive reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

National certification by the National Board of Fire Service Professional Qualifications (NPQS) or the International Fire Service Accreditation Congress (IFSAC) or state certification by the Connecticut Fire Academy that meet the provisions of the National Fire Protection Association (NFPA) Firefighter 2.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain National Fire Protection Association (NFPA) Fire Fighter certification.
  • Incumbents in this class must possess and retain a valid Motor Vehicle operator's license with proper endorsements.
  • Incumbents in this class will be required to obtain and retain Department of Administrative Services, Division of Construction Services, Office of State Fire Marshal, Fire Inspector certification with 24 months of appointment to the position.
  • Incumbents in this class may be required to obtain and retain Emergency Medical Responder (EMR) certification.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.
  • Applicants may be required to pass a physical exam.

WORKING CONDITIONS

Incumbents in this class may be exposed to a moderate amount of lifting equipment, danger of injury or loss of life during firefighting and crash rescue operations and handling of hazardous materials; significant mental stress in responding to life and death emergencies and to strongly disagreeable conditions including exposure to weather, loud noises and hazardous materials.

In accordance with applicable collective bargaining agreement's compensation guidelines.
