PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Commission on Fire Prevention and Control this class is accountable for performing a variety of work related to fire training and certification for personnel of local fire departments and other fire organizations.
SUPERVISION RECEIVED
Works under the general direction of the Director of Fire Training, Fire Service Analyst or other employee of a higher grade.
EXAMPLES OF DUTIES
Instructor 1:
- Prepares for and conducts training courses and field and laboratory demonstrations in fire service subjects;
- Adapts course contents and curricula and prepares lesson plans to meet specific training needs;
- Recommends changes in training courses;
- Prepares, administers and corrects tests;
- Assigns tasks and evaluates student performance both in possession of technical knowledge and demonstration of specific skills;
- Maintains student records;
- Prepares evaluation reports of training courses;
- Maintains tools and equipment utilized in training;
- Maintains liaison with staff of fire departments and other fire service organizations;
- Attends staff and professional meetings;
- Performs related duties as required.
Instructor 2:
- In addition to performing responsibilities outlined in the Instructor I level, an incumbent at the Instructor II level independently delivers instruction from prepared lesson plans;
- Modifies course contents and curricula and prepares lesson plans to meet specific training needs;
- Recommends changes in training courses;
- May act as a course lead responsible for all course delivery documentation;
- Performs related duties as required.
Instructor 3:
- Coordinates the scheduling and delivery of training programs at a local level;
- Oversees and directs lower level Instructors in the delivery of training programs, development of new programs, and enhancements to existing programs;
- Identifies references and course materials, schedules and coordinates the administration of exams for instructors area of responsibility;
- Advises Certification Division on how to construct or revise existing evaluation instruments and methods;
- Develops and may customize lesson plans, instructional aides and evaluation instruments to meet the needs of the fire organization;
- Assigns tasks and evaluates student performance both in possession of technical knowledge and demonstration of specific skills;
- Maintains liaison with staff of fire departments and other fire service organizations;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
- Instructor 1: Three (3) years of experience in the field of fire safety.
- Instructor 2: Four (4) years of experience in the field of fire safety with some experience in planning and conducting training courses and field and laboratory demonstrations in fire service subjects.
- Instructor 3: Five (5) years of experience in the field of fire safety including one year independently conducting fire service training at the level of Instructor 2 or its equivalent.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- Instructor 1, 2 and 3: College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
- Instructor 2: For state employees one (1) year of state certification, successful completion of an instruction-based project approved by the Director of Fire Training, and 90 hours of documented instructional experience at the Connecticut Fire Academy may be substituted for the General Experience.
- Instructor 3: For state employees one (1) year of state certification as a Fire Service Instructor 2 and 180 hours of documented instruction at the Connecticut Fire Academy may be substituted for the General Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to possess an appropriate certificate or license in the specific fire service or related safety area required of the assignment.
- Incumbents in this class may be required to travel.

NOTE
- Incumbents may be assigned the duties of an Instructor 3 on an as needed basis. Once such assignment is complete, incumbents may return to performing duties at the level of an Instructor 2. Compensation shall be at the hourly rate commensurate with the duties performed as assigned.
- When required, Subject Matter Experts in fields related to fire safety may be utilized in this classification. Such Subject Matter Experts shall possess the appropriate experience and training requirements, certifications and/or licenses acceptable to the Appointing Authority and shall be paid at the hourly rate of an Instructor 2.
