PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Commission on Fire Prevention and Control, Connecticut Fire Academy this class is accountable for acting as a working supervisor for Fire Academy Trainers engaged in developing, coordinating, conducting and marketing fire suppression and related emergency services training programs.

SUPERVISION RECEIVED

Receives general direction from the Director of Fire Training or State Fire Administrator.

SUPERVISION EXERCISED

Leads Fire Academy Trainers and other staff as assigned.

EXAMPLES OF DUTIES

  • Plans and coordinates training workflow and determines priorities; 
  • Schedules, assigns, oversees and reviews work; 
  • Establishes and maintains training procedures; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Acts as liaison with operating units, agencies and outside officials regarding training policies, procedures and opportunities; 
  • Provides recommendations on policies or standards; 
  • Develops curriculum for courses; 
  • Researches subject matter to keep current with laws, trends and state of the art emergency response equipment; 
  • Maintains instructional and training materials, student records and emergency services equipment; 
  • Provides technical assistance to communities, public service agencies, state and local governments and Fire Service Instructors; 
  • Evaluates effectiveness and relevance of training programs and performance of Fire Service Instructors; 
  • Develops new programs; 
  • Establishes and maintains contacts with local, state and federal emergency service agencies, related professional organizations and the public; 
  • Conducts training classes; 
  • Maintains program billing and cost recovery measures; 
  • Acts in place of Director when absent; 
  • Prepares reports and correspondence; 
  • May serve as a safety officer; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • objectives, principles and practices of fire suppression and related emergency services training programs; 
    • educational methods and techniques including staff development; 
    • relevant state and federal laws, statutes and regulations including National Fire Protection Association (NFPA) standards; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of technical experience in fire suppression and emergency services.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been providing fire suppression and emergency services training.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

SPECIAL REQUIREMENTS

  • National certification by the National Board of Fire Service Professional Qualifications (NPQS) or the International Fire Services Accreditation Congress (IFSAC) or state certification by the Connecticut Fire Academy that meet the provisions of the National Fire Protection Association (NFPA) Firefighter 2.
  • Incumbents in this class must be qualified at the level of Fire Service Instructor III.
  • Incumbents in this class must possess and retain specific education and/or experience to meet various certifications.
  • Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator’s license with a valid Q or CDL endorsement.
  • Incumbents in this class will be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some lifting of equipment and danger of injury during training programs and some disagreeable conditions including exposure to weather, loud noises and working out of doors.

COMPENSATION GUIDELINES

In accordance with applicable collective bargaining agreement's compensation guidelines.
