PURPOSE OF JOB CLASS (NATURE OF WORK)
For the Criminal Justice
Information System (CJIS) Governing Board this class is accountable for directing the staff
engaged in all information technology projects.
SUPERVISION RECEIVED
Receives executive
direction from the Executive Director, Criminal Justice Information System
Governing Board.
SUPERVISION EXERCISED
Directs staff of division.
EXAMPLES OF DUTIES
-
Directs staff and
operations related to the implementation of all Criminal Justice Information System (CJIS) Governing Board approved information technology projects;
- Coordinates plans and
manages CJIS program activities;
- Formulates program goals
and objectives;
- Develops or assists in
development of statewide CJIS policy and facilitates movement of proposed
policy through committee approval process;
- Interprets and
administers pertinent laws;
- Evaluates agency and
contracted CJIS project staff;
- Prepares or assists in
preparation of CJIS budget;
- Maintains contacts with
and facilities partnerships between individuals and criminal justice entities
both within and outside of CJIS program who might impact program activities;
- Assists in development
of CJIS strategic plan;
- Prepares and oversees
implementation of the CJIS business and technology plan;
- Facilitates work of CJIS
Governing Board committees and develops and documents rules of engagement
between committees and the larger CJIS community;
- Oversees coordination
and delivery of all operational activities and deliverables including oversight
of project managers assigned to all CJIS projects and the Project Management Office (PMO);
- Develops and implements
program metrics to ensure successful implementation;
- Develops and makes
presentations to stakeholders, officials and overall CJIS community;
- Represents Executive
Director in their absence;
- Leads the recruitment and
hiring of staff, including outreach, interview and selection;
- Facilitates and acts as a liaison between law enforcement agencies and record management system vendors to implement the CJIS Governing Board strategic goals;

as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of
experience in computer or network operations, systems development, information
technology analysis and planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must
have been in a managerial capacity with one (1) year managing information technology
solutions related to criminal justice.
NOTE: Managerial capacity is defined as
formulating program goals and objectives, developing and implementing program
procedures, initiating program policies and developing and monitoring the
budget.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in
information technology or criminal justice may be substituted for the General
Experience on the basis of fifteen (15) semester hours equaling one-half (1/2)
year of experience to a maximum of four (4) years for a Bachelor’s degree.
SPECIAL REQUIREMENTS
Incumbents in this class
must possess and maintain certification as a Project Management Professional
(PMP) from the Project Management Institute.
