PURPOSE OF JOB CLASS (NATURE OF WORK)
For the Criminal Justice Information System
Governing Board this class is accountable for directing staff engaged in activities
related to the collection, analysis and implementation of all business
operations requirements of the statewide Criminal Justice Information System
program.
SUPERVISION RECEIVED
Receives executive direction from the Executive
Director, Criminal Justice Information System Governing Board.
SUPERVISION EXERCISED
Directs staff of division.
EXAMPLES OF DUTIES
- Directs staff and operations in the implementation and maintenance of all business operations related to the Criminal Justice Information System (CJIS);
- Coordinates, plans, and manages CJIS business operational activities and deliverables;
- Formulates program goals and objectives;
- Develops or assists in development of statewide CJIS policy;
- Interprets and administers pertinent laws;
- Accountable for developing internal memorandums;
- Evaluates agency and contracted CJIS project staff;
- Prepares or assists in preparation of CJIS budget;
- Maintains contacts with individuals both within and outside of CJIS program who might impact program activities;
- Provides consultation regarding business operational requirements of the criminal justice community to technical staff;
- Oversees project plans related to implementing CJIS business requirements activities;
- Oversees management of the CJIS Data Dictionary and Information Exchange Package Documentation (IEPD) inventory;
- Oversees the CJIS performance management program including development of testing standards, data testing and metrics reporting to advance strategic alignment and drive continuous improvement;
- Prepares annual goals plan and oversees goal deployment for internal CJIS staff and the larger CJIS community;
- Assists in the preparation and execution of the annual communication plan;
- Develops and makes presentations to stakeholders, officials and overall CJIS community;
- Assists in development of CJIS strategic and tactical plans;
- Serves as CJIS liaison and coordinates CJIS committee meetings;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience performing business
analysis toward implementation of information technology-based solutions to
meet organizational operations requirements in a criminal justice environment.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must
have been in a managerial capacity.
NOTE: Managerial capacity is defined as
formulating program goals and objectives, developing and implementing program
procedures, initiating program policies and developing and monitoring the
budget.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in
information technology, public administration, business administration or
criminal justice may be substituted for the General Experience on the basis of
fifteen (15) semester hours equalling one-half (1/2) year of experience to a
maximum of four (4) years for a Bachelor’s degree.
