PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for directing, coordinating and managing the department’s Statewide Telecommunication Systems and facilities.
SUPERVISION RECEIVED
Receives administrative direction from the Director of Statewide Emergency Telecommunications or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs the staff of the division.
EXAMPLES OF DUTIES
- Directs staff and operations of the Telecommunications Division;
- Coordinates, plans and manages division activities;
- Formulates division goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of division budget;
- Maintains contacts with commercial vendors, government agencies, private communication companies, consultants and any other individuals both within and outside of division who might impact division activities;
- Manages development of technical specifications and application and integration of new telecommunication technologies to existing department systems;
- Responsible for technical design, implementation and maintenance of new statewide telecommunication facilities, systems and equipment;
- Represents department on statewide, regional and national telecommunications policies and regulatory issues;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May testify at hearings;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in telecommunications systems analysis or programming or in planning, designing, coordinating and implementing large scale radio and telephone systems.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory and/or project manager capacity responsible for telecommunications systems analysis, design and planning.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in computer sciences, electrical engineering, physics, applied mathematics or telecommunications may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Master’s degree in the above areas may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
