PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Board of Labor Relations this class is accountable for rendering all legal advice and assistance to the Board, represents the Board in all courts and renders to the Board of Mediation and Arbitration the same advice, assistance and representation in all matters involving state employee collective bargaining rights.
SUPERVISION RECEIVED
Receives administrative direction from the Board of Labor Relations.
SUPERVISION EXERCISED
Directs an assistant counsel and small additional staff as needed in special projects.
EXAMPLES OF DUTIES
- Acts as Chief Legal Officer for the Board of Labor Relations;
- Applies laws, court decisions and other legal authority in the preparation of opinions, briefs and other legal documents;
- Prepares pleadings and other court papers in connection with suits, trials, appeals and other legal procedures;
- Tries cases before all courts;
- Drafts administrative orders, regulations, rulings, directives, guidelines and agreements;
- Advises whether Board policies and actions conform with statutory purpose and authority;
- Advises upon evidential value of data brought forth in administrative hearings;
- Researches and prepares material for the trial of law suits;
- Prepares and edits Board forms, educational materials and indices;
- Assists in drafting of proposed legislation;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May testify before legislative committees, provides assistance in implementing newly passed legislation;
- May draft federal grant applications and seek intergovernmental cooperation for the creation of information sources;
- May assist in preparation of agenda and conduct of executive sessions and deliberations of the Board;
- Performs above duties for the Board of Mediation and Arbitration when involving collective bargaining rights of state employees;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- Labor Relations Act, Municipal Employee Relations Act, State Employee Relations Act, School Board-Teacher Negotiations Act, Uniform Administrative Procedures Act and statutes concerning arbitration;
- federal and state labor law decisions and legal practices and procedures in Connecticut;
- Knowledge of
- legislative process;
- legal research methods and procedures;
- Considerable
- interpersonal skills;
- oral and written communications skills;
- Considerable ability to prepare legal documents and apply judicial decisions to interpretation of statutes.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A law degree with courses in labor and administrative law and one (1) year of experience dealing with labor relations and administrative law and procedure.
SPECIAL REQUIREMENTS
Incumbents in this class must be a member of the Connecticut Bar.
