PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Aging and Disability Services this class is accountable for independently performing a full range of tasks in the evaluation, instruction and licensing of Connecticut drivers with physical disabilities.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

Supervises Driver Training Program Inspectors.

EXAMPLES OF DUTIES

  • Coordinates case assignments of inspectors and program staff; 
  • Oversees and maintains the confidentiality of all records in electronic database and submits state and federal reports; 
  • Coordinates with the Department of Motor Vehicles regarding case referrals; 
  • Conducts driver assessments and provides individualized on-the-road evaluations and/or behind-the-wheel training in the use of adaptive equipment; 
  • Issues an adaptive equipment prescription of recommended special adaptive equipment required to operate a motor vehicle; 
  • Educates public of motor vehicle laws and regulations and conducts public presentations to various civic groups, rehabilitation professionals, and health care professionals regarding driver training and licensing for persons requiring special adaptive equipment to drive; 
  • Consults with and provides information for physicians and rehabilitation professionals regarding individuals’ ability to safely operate a motor vehicle; 
  • Acts as liaison with other operating units, state agencies and outside officials regarding unit policies and procedures; 
  • Coordinates and arranges for use of specially equipped vehicles through contractual agreements with automotive industry; 
  • Meets with automotive standards engineers to establish proper guidelines for newly designed and prototype vehicles and equipment; 
  • May participate with the Department of Motor Vehicles in the administration of operator license examinations, certification of results, license type, and restriction recommendations to be issued for persons with physical disabilities; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • driver training methods and techniques for individuals with physical disabilities; 
    • relevant state and federal laws, statutes and regulations; 
  • Knowledge of
    • needs and limitations of individuals with disabilities as drivers; 
    • specialized motor vehicle equipment for individuals with physical disabilities; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in training and counseling drivers with physical disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in Occupational Therapy, Special Education or a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess a certificate or other evidence of the successful completion of an Instructor's Course in Driver Education approved by the State Board of Education.
  • Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license.

WORKING CONDITIONS

Incumbents in this class may be exposed to a moderate amount of physical exertion inspecting vehicles and assisting applicants and to some degree of injury from conducting road tests.
