PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, Office of the State Building Inspector this class is accountable for supervising staff in the administration of state building, electrical, mechanical, plumbing codes, adopted referenced national standards and applicable state and Federal statutes.
SUPERVISION RECEIVED
Receives general direction from the State Building Inspector, a Manager of Technical Services or other employee of higher grade.
SUPERVISION EXERCISED
Supervises Construction Services Building Officials, Building Construction Specialists and other staff as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on development of policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- Provides extensive technical assistance to staff in areas of codes interpretation, building construction, structural and environmental systems, accessibility for disabled persons and other related standards;
- Reviews and recommends issuance of building permits and certificates of occupancy;
- Conducts technical on-site inspections and evaluations in highly sensitive situations;
- Serves in capacity of "authority having jurisdiction" representing State Building Inspector for resolution of disputed building code and accessibility standards related matters;
- Develops licensing regulations and examinations for local code officials;
- Testifies at administrative hearings or in state and federal courts of law;
- Prepares and presents educational programs mandated by statute to local code enforcement officials, state agencies and professional organizations;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in building code compliance plan review and inspection of building construction.
NOTE: This experience may have involved working within a specific area of the building trades such as electrical, mechanical, structural, etc.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Four (4) years of the General Experience must have been in the review of plans and specifications and inspection of large scale building projects involving multiple construction trades (e.g. air conditioning, electrical, heating, plumbing, structural).
NOTE: Large scale building projects are interpreted as buildings exceeding 12,000 square feet in size and more than one story in height, not including apartment buildings and single family residences.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in architecture, civil or mechanical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- One (1) year of experience as a Construction Services Building Official may be substituted for the General and Special Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including licensure as a building official or to become licensed within three months of appointment.
- Incumbents in this class will be required to complete ninety (90) hours of job-related continuing education every three (3) years in accordance with Section 29-262(b) of the Connecticut General Statutes.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
PHYSICAL REQUIREMENTS
Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as be able to perform the duties.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from exposure to building construction sites, fire scene or structural failure environments and a moderate degree of discomfort from exposure to year round weather conditions.
