PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Health Strategy this class is accountable for administering statewide program and operational initiatives to transform and align providers, consumers, employers, payers and state leaders around healthcare reforms.

SUPERVISION RECEIVED

Receives administrative direction from the Commissioner or the Deputy Commissioner of Health Strategy.

SUPERVISION EXERCISED

Administers programs and operations of Healthcare Innovation unit; directs all staff.

EXAMPLES OF DUTIES

  • Administers staff and operations of the Healthcare Innovation division of the Office of Health Strategy;
  • Develops, implements and evaluates statewide healthcare policies, goals and objectives;
  • Designs and develops healthcare innovation plan initiatives relative to healthcare delivery and payment reform, healthcare workforce development, community health improvement, practice transformation and stakeholder engagement;
  • Designs and implements quality and/or performance measurements to ensure effectiveness of healthcare innovation plan;
  • Evaluates staff;
  • Interprets and administers pertinent laws;
  • Oversees implementation of new procedures and procedural revisions;
  • Oversees team budget;
  • Maintains contacts with individuals within and outside of office who might impact on policy or program activities which may include healthcare accreditation organizations, providers, consumers, employers, payers, state leaders and other state agencies;
  • Represents the state at public forums;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May testify before federal or state legislative committees;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • and ability to execute and sustain health system performance improvement initiatives;
    • relevant state and federal laws, statutes and regulations;
    • care delivery and payment reform initiatives under the Affordable Care Act (ACA), innovation initiatives through the Center for Medicare and Medicaid Innovation (CMMI) and other state and federal initiatives;
    • principles, methods and procedures in healthcare financing and administration including planning, organizing, financing, evaluating and reimbursement;
  • Considerable

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in an administrative capacity in the management of a large public health or health insurance program.

NOTE: Administrative capacity is defined as having personnel management responsibility for an entity with programmatic budget responsibility of at least $2,000,000.

SPECIAL REQUIREMENTS

An advanced degree in public health, health care management/administration, health insurance administration, health care planning, nursing, psychology, medicine or a related health care field is required.
