PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Highway Safety Office this class is accountable for supervising the staff of the Highway Safety Office.

SUPERVISION RECEIVED

Receives general direction from the Transportation Chief of Planning or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Transportation Planners and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of the staff of the Highway Safety Office; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Supervises staff in the preparation of the annual Highway Safety Plan which addresses safety impact areas such as alcohol, safety belts, emergency medical services, motorcycle safety, traffic records, distracted driving, child passenger safety, and police traffic services; 
  • Supervises the development of highway safety grants from eligible state and local agencies, assuring compliance with National Highway Traffic Safety Administration standards; 
  • Monitors and evaluates all grant activities, including fund distribution; 
  • Maintains contacts with highway safety officials within and outside of the state, highway planners, designers, and engineers regarding safety standards in highway design, construction, maintenance, and traffic engineering activities, and public and private agencies and/or individuals regarding transportation safety; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of relevant state and federal laws, statutes and regulations pertaining to highway safety; 
  • Knowledge of the principles of engineering; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to plan, organize, and execute projects and studies, and other programs related to planning processes and safety programs; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in the field of highway safety, transportation engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a lead capacity.

NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 2.

COMPENSATION GUIDELINES

  • The classification of Transportation Safety Program Supervisor is assigned to Salary Group LS 30a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group LS 31.
  • The Job Code is identified as Salary Plan IE in CORE-CT.
