PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the State Comptroller this class is accountable for directing the implementation and maintenance of the statewide benefit system.
SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.
SUPERVISION EXERCISED
May direct staff as assigned.
EXAMPLES OF DUTIES
- Directs staff and operations of the statewide benefit administration module of CORE-CT;
- Coordinates, plans and manages benefit administration activities for employee and retiree population;
- Formulates systems goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Maintains contacts with individuals within and outside of agency who might impact on benefit administration activities;
- Provides expertise to information technology staff when making system enhancements;
- Recommends system requirement changes to increase efficiency, resolve systemic errors or ensure compliance with state and federal regulations and collective bargaining agreements;
- Develops and maintains statewide benefit administration procedures to ensure system operability, efficiency and integrity;
- Analyzes statewide benefit data to resolve discrepancies and errors;
- Prepares tests and executes annual open enrollment processes;
- Configures and maintains benefit system tables;
- Tests system changes;
- Responds to inquiries and ensures resolution of issues and inaccuracies with specific employee records or system-wide problems;
- Participates in the recruitment and hiring of staff, including outreach, interview and selection;
- May speak before professional and lay groups;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in employee benefit or retirement administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been at the professional working level involved in the administration of retirement and benefits plans and programs including one (1) year of experience working directly with a benefit administration module of an Enterprise Resource Planning system.
NOTE: For state employees professional working level experience is interpreted at the level of a Retirement and Benefits Officer.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master’s degree in public administration, business administration or a closely related field may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
