PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Commission on Human Rights and Opportunities (CHRO) this class is accountable for supervising Human Rights and Opportunities Representatives engaged in the review, monitoring and/or processing of Affirmative Action plans, State contract compliance or Housing and Urban Development (HUD)/CHRO complaints.
GUIDELINES FOR JOB CLASS USE
There shall be a maximum of (1) one supervisor assigned to the Affirmative Action Unit and (1) one supervisor assigned to the Contract Compliance Unit and (1) one supervisor assigned to the Housing Discrimination Unit with a minimum of three (3) professional staff in the respective unit.
SUPERVISION RECEIVED
Receives general supervision from an employee of higher grade.
SUPERVISION EXERCISED
Supervises technical and clerical staff.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;
- conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on development of policies and standards;
- Ensures timely completion and submittal of all reports;
- Coordinates activities of Affirmative Action Unit, Contract Compliance Unit or Housing Unit with other program and technical units of the agency;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- May assist in implementation of training for state agencies and quasi-public agencies;
- Performs related duties as required.
Affirmative Action Unit:
- Supervises review and monitoring of affirmative action plans submitted by state agencies or other respondents in conformance with commission enforcement action;
- Supervises staff in identification of affirmative action non-compliance issues concerning state agencies;
- Reviews, analyzes and evaluates summaries of recommendations of affirmative action plans for conformity with statutory regulations and agency requirements;
- Reviews and monitors progress of investigative activity of all affirmative action plans filed with commission;
- Prepares commission affirmative action plan;
- Assists in preparation of annual commission report on status of affirmative action in state government;
- Performs related duties as required.
Contract Compliance Unit:
- Supervises review and monitoring of contract awards submitted by state agencies and quasi-public agencies of state other than municipalities in conformance with commission enforcement action;
- Supervises review and analysis of set aside and affirmative action plans of contractors;
- Supervises review procedures of state contracts and subcontracts;
- Reviews, analyzes and evaluates summaries of recommendations including desk and field audits of contract compliance reports for conformity with statutory regulations and contractor and subcontractor requirements;
- Reviews and monitors progress of investigative activities of all contract compliance reports filed with commission;
- Performs related duties as required.
Housing Unit:
- Supervises review of intake, drafted complaints, and summaries of investigators;
- Complies with the requirements in the HUD/CHRO contract including the timely processing of complaints;
- Inputs work into the Housing Enforcement Management System (HEMS) which includes all phases of the investigation from intake to closure;
- Meets with HUD staff to ensure timely processes of HUD/CHRO complaints;
- Answers questions from parties regarding the processing of their complaints;
- Provides training to investigative staff;
- Answers questions from staff regarding their mediations and investigations;
- Interfaces with the public regarding housing complaints;
- Coordinates the workflow of the office including assignments of intake, mediation and investigations;
- Provides education and outreach to stakeholders regarding fair housing and other related duties;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in the areas of investigating discriminatory practices and complaints, civil rights enforcement or advocacy, legal or adjudicative work, human resources management, or equal opportunity and/or affirmative action.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been full time employment working at a technical level with employment problems experienced by protected groups.
NOTE:
- Technical experience will be interpreted at the professional working level.
- For state employees this experience is interpreted at the level of a Human Rights and Opportunities Representative.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master’s degree in public administration or social and/or human services areas which are directly related to the General Experience may be substituted for one (1) additional year of the General Experience.
- A law degree may be substituted for one (1) additional year of the General Experience.
