PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Social Services this class is accountable for monitoring a small, single or multi-purpose grantee agency to ensure that program guidelines are followed and requirements met OR for monitoring programs/agencies for effectiveness and assisting in the evaluation of programs/agencies as part of a team.
SUPERVISION RECEIVED
Works under the general supervision of a Social Services Program Assistance Supervisor or other employee of higher grade in the performance of routine tasks; receives closer supervision when performing more advanced tasks.
SUPERVISION EXERCISED
May lead lower level employees as assigned.
EXAMPLES OF DUTIES
- Interprets and explains regulations, guidelines and procedures pertaining to development, monitoring and/or evaluation of various social services programs;
- Conducts interviews, inspections and field visits to gather information;
- Maintains records and prepares reports on program activities and progress;
- May review financial and administrative records;
- May review applications for assistance and make recommendations;
- May develop questionnaires and other instruments to monitor programs;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience in grant administration including experience in program monitoring and/or program evaluation.
NOTE: Program refers to a set of activities designed to provide needed resources to a community, consisting of planning, budgeting, grants administration, monitoring, technical assistance, evaluation and liaison activities among others.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College education may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equalling one half (1/2) year of experience to a maximum of four (4)
years for a Bachelor's degree.
- A Master's degree in
planning, public administration or other closely related area may be substituted
for one (1) additional year of the General Experience.
- For state employees, two
(2) years of experience as a Social Services Trainee with the target class of
Social Services Program Assistance Technician 1 may be substituted for the
General Experience.
- Successful completion of
a Connecticut Careers Trainee program approved by the Department of
Administrative Services may be substituted for the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
