PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of
Social Services, Office of Operations and Contract Administration, this class
is accountable for directing all contract and procurement programs and
operations.
SUPERVISION RECEIVED
Receives executive
direction from the Deputy Commissioner or administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of division.
EXAMPLES OF DUTIES
- Directs staff and
operations of division;
- Coordinates, plans and
manages program activities;
- Formulates program goals
and objectives;
- Develops or assists in
the development of related policy;
- Interprets and
administers pertinent laws;
- Evaluates staff;
- Prepares or assists in
preparation of program budget;
- Maintains contacts with
individuals both within and outside of program who might impact program
activities;
- Administers all
contracting and procurement activities for department including negotiation,
monitoring and enforcement of contracts;
- Develops standards for
proper conduct of procurement actions;
- Develops and implements
procurement and contract compliance guidelines;
- Serves as liaison
between department and other state regulatory agencies for procurements and
subsequent contracts;
- Coordinates state and
federal audits or reviews of department procurement activities;
- Develops standardized
contract language and terms;
- Develops and maintains
centralized contract archives;
- Provides technical
assistance to staff in development of requests for proposals, negotiations and
procurement activities;
- Leads the recruitment and
hiring of staff, including outreach, interview and selection;
- Performs related duties
as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of
experience in public or business administration having responsibility for
contract procurement, negotiations and administration.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equalling one-half (1/2) year of experience to a maximum of four (4)
years for a Bachelor's degree.
- A Master's degree in a
related field or a law degree may be substituted for one (1) additional year of
the General Experience.
- Experience as a Program
Supervisor in the Department of Social Services involving the management of
regional or statewide grants and contracts processes may be substituted for the
General Experience on a year for year basis.
