PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Treasurer this class is accountable for performing as a specialist in monitoring, controlling and recording individual retirement funds interest and income produced by mutual investment funds under control of the state treasurer and for the timely reconciliation of treasury records with records maintained by the master custodian bank.

SUPERVISION RECEIVED

Works under the limited supervision of an Investment Officer or other employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Monitor, analyzes and interprets internally developed data on investment transactions pertaining to a particular retirement fund contribution and income generated from a particular retirement fund against reports from the master custodian bank; 
  • Provides assurance that the pension assets are safeguarded; 
  • Prepares relevant financial reports; 
  • Monitors account reconciliations between portfolio managers and master custodian bank; 
  • Audits and reconciles all financial data generated from the master custodian bank; 
  • Verifies that the master custodian bank system and internal system are reliable and working properly; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • investment accounting (cash and accrual basis); 
    • accounting procedures used to calculate interest in mutual investment funds; 
    • accounting principles pertinent to different asset classes; 
  • Considerable
    • skill in using computer hardware and software to develop financial statements and reports; 
    • written and oral communication skills; 
    • interpersonal skills;
  • Ability to understand master custodian accounting systems.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in investment accounting for a brokerage firm or financial institution.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience up to a maximum of four (4) years for a Bachelor’s degree.
  • A Master's degree in business administration or a related field may be substituted for one (1) additional year of the General Experience.

Appointed by the treasurer in accordance with Section 3-13a of the Connecticut General Statutes.
