PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Labor Department, Unemployment Insurance (UI) Division this class is accountable for directing the statewide operations of UI Field Services or Adjudications.

SUPERVISION RECEIVED

Receives administrative direction from the Director of Labor Operations or an official of higher grade.

SUPERVISION EXERCISED

Directs the staff of the UI Field Services or Adjudication Section.

EXAMPLES OF DUTIES

  • Directs the staff and operations as assigned;
  • Coordinates, plans and manages section activities;
  • Formulates program goals and objectives;
  • Develops or assists in the development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in preparation of section budget;
  • Maintains contacts with individuals both within and outside the section who might impact on program activities;
  • Ensures compliance with all federal and state unemployment insurance laws and regulations;
  • Ensures compliance with federal levels of achievement in benefits, timeliness and quality;
  • Serves as administrative head of adjudications;
  • Oversees the adjudication of appeals on unemployment insurance eligibility;
  • Consults with adjudicators in field on difficult cases;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statues and regulations;
    • labor problems with particular reference to unemployment;
    • quasi-judicial procedures, rules of evidences and judicial rules of procedure for administrative agencies;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to
    • interpret and apply pertinent laws, regulations and legal decisions;
    • review decisions for integrity based on findings of fact, evidence and applicable laws, regulations and rulings.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

NOTE: For state employees this experience is interpreted at the level of a Labor Department Programs and Services Coordinator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree may be substituted for one (1) additional year of the General Experience.
  • A law degree may be substituted for one (1) additional year of the General Experience.
