PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor this class is accountable for providing specialized employment services to veterans and other eligible persons.

GUIDELINES FOR JOB CLASS USE

This is the working level responsible for performing the full range of professional level duties in an American Job Center or outstation location. This class is used in the following ways:
  • AMERICAN JOB CENTER: Incumbents in this class provide a full range of services to veterans and other eligible persons as provided in Title 38, Chapter 41, Section 4103A(b)(1).
  • OUTSTATION LOCATION: Incumbents in this class provide case management and labor exchange opportunities to veterans and other eligible persons as provided in Title 38, pursuant to Chapter 41, Section 4103A(b)(1).

SUPERVISION RECEIVED

Works under the general supervision of a Labor Department Unit Director or other employee of higher grade.

EXAMPLES OF DUTIES

  • Provides specialized services to veterans and other eligible persons;
  • Develops jobs and job training opportunities through contact with employers especially small and medium size private sector employers;
  • Develops apprenticeship and other on-the-job training positions for veterans through consultation with United States Department of Veterans Affairs;
  • Performs outreach activities to locate veterans through local veterans organizations, regional workforce boards and community based organizations;
  • Provides instruction and guidance to groups and organizations receiving federal funds for providing employment and training opportunities to veterans; 
  • Provides appropriate instruction to Department of Labor staff regarding responsibility to veterans;
  • Consults and coordinates with other appropriate representatives of federal, state and local programs for purpose of developing linkages to promote employment opportunities to veterans;
  • Develops programs in cooperation with appropriate Department of Veteran Affairs personnel, educational institutions and employers to ensure maximum assistance to disabled veterans who have completed or are participating in a vocational rehabilitation program;
  • Refers veterans to training, supportive services and educational programs as appropriate;
  • Secures and maintains current information regarding available employment and training opportunities using information technology;
  • Identifies and assists veterans with barriers to employment such as job retention or readjustment problems utilizing case management techniques;
  • Assists in identifying and acquiring prosthetic and sensory aids and devices needed to enhance the employment opportunities and/or employability of veterans and other eligible persons;
  • Provides information on programs, procedures, policies, laws and regulations as appropriate;
  • Performs related duties as required.
OUTSTATION LOCATION:
  • May work with veterans and employees at United States Department of Veterans Affairs to address barriers to employment and training needs identified during intake through established case management techniques;
  • May initiate vocational testing and tabulate results as appropriate;
  • May provide vocational guidance and maintain documentation in accordance with established policies and procedures.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of technical level experience in veterans employment and training support services, counseling, employment placement, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • For state employees two (2) years of experience as a Social Services Trainee with the target class of Labor Department Veterans Employment Outreach Worker may be substituted for the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Pursuant to Title 38 U.S.C., incumbents appointed to this class must be a qualified veteran. Preference will be given first to qualified disabled veterans of the Vietnam era, then to other qualified disabled veterans, then to any other qualified veteran. Any employee who bumps a Labor Department Veterans Employment Outreach Worker must meet the eligibility requirements under Title 38.
  • Incumbents in this class may be outstationed in accordance with job duties.
  • Incumbents in this class may be required to speak a foreign language.
  • Incumbents in this class may be required to travel.

COMPENSATION GUIDELINES

  • Labor Department employees who were in P-2 bargaining unit titles prior to April 19, 2002 and who remain continuously employed are eligible for the following class code and compensation level when appointed, promoted or transferred to this title. ("Continuously employed" includes employees who leave state service but are reappointed within one year. Employees who are reappointed after one year will be covered by the next bullet below.

  • Labor Department employees hired on and after April 19, 2002 or who are appointed to P-2 bargaining unit titles on or after that date are eligible for the following class code and compensation level when appointed, promoted or transferred to this class title.
