PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for performing as a transportation landscape architect in the execution, planning, design, analysis and coordination of landscape architectural work pertaining to transportation projects and programs, including roads, highways, bridges and transportation facilities.

SUPERVISION RECEIVED

Works under the limited supervision of a Transportation Supervising Landscape Architect or other employee of higher grade.

SUPERVISION EXERCISED

May lead Transportation Landscape Designers and/or other employees of lower grade as assigned.

EXAMPLES OF DUTIES

  • Develops landscape architectural plans, specifications, and estimates for transportation programs and projects including roads, highways, bridges and transportation facilities;
  • Prepares designs that may include reforestation, landscape buffers, pollinator habitats, water quality treatments, urban forestry or green infrastructure;
  • Coordinates landscape architectural projects with local, regional, state and federal agencies; 
  • Prepares and coordinates preliminary surveys and planning requirements;
  • Prepares standard specifications for guidance of designers and outside landscape architects;
  • Reviews plans and specifications prepared by subordinates and/or outside landscape architects for conformance with specifications, laws and regulations;
  • Analyzes design problems and recommends solutions;
  • Performs site inspections to confirm compliance with specifications;
  • Participates in developing capital improvement programs and continued maintenance plans; 
  • Negotiates fees and prepares contracts for consulting landscape architects;
  • Reviews complex projects affecting natural or cultural resources to evaluate impacts and alternatives and establishes a framework for community involvement and stakeholder input; 
  • Performs and reviews detailed field investigations to compile data and analyze site conditions such as topography, soils, hydraulics, existing vegetation, wetlands, invasive species, traffic, pedestrian or bicycle circulation, land use regulations, maintenance conditions, and natural and cultural resources which may affect the project;
  • Presents expert testimony in public or legislative hearings, public meetings and/or in court; 
  • Prepares reports and responds to inquires as necessary; 
  • Develops visual graphics, colored renderings and 3D models for proposed projects for stakeholder and community outreach;
  • When used as a working lead: as assigned by the supervisor distributes, prioritizes, oversees and reviews unit work;
  • May lead or participate in meetings with consultants, agencies, project staff and stakeholders;
  • May provide staff training and assistance; 
  • May conduct or assist in conducting performance evaluations; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply principles, practices, and methods of landscape architecture;
    • issues related to historic preservation, community development, land use, accessibility and environmental aspects of transportation improvement projects; 
    • horticulture, arboriculture, ecology, soil sciences, planting, seeding;
    • the methods, materials, equipment and tests used in landscape design and maintenance;
    • sight lines, clear zone, and water quality practices;
    • guidelines related to pedestrian accessibility;
  • Knowledge of
    • site planning including roads, highways and transportation facilities; 
    • contract bid package components;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to analyze and review plans, specifications and estimates for complex landscape, land use and/or transportation projects; 
  • Ability to
    • analyze problems and recommend effective solutions; 
    • utilize computer software including CADD and visualization tools;
    • prepare presentations;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Incumbents must possess and retain a Landscape Architect licensure from the Department of Consumer Protection State Board of Landscape Architects consistent with C.G.S. 20-372.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Transportation Landscape Architect is assigned to Salary Group FS 28a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 29.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
