PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising a statewide operating unit engaged in the execution, planning, design, analysis and coordination of landscape architectural work pertaining to transportation projects and programs, including roads, highways, bridges and transportation facilities.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises Transportation Landscape Architects, Transportation Landscape Designers, and other employees of lower grade as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence;
  • Oversees and coordinates the development of landscape architectural designs, plans and specifications for transportation programs and projects including roads, highways, bridges and transportation facilities;
  • Oversees the work of consultant landscape architects for conformance with contracts, specifications, laws and regulations; 
  • Oversees coordination and may lead meetings with communities and stakeholders, community groups and municipalities involving community goals, aesthetics, and other landscape architecture related matters;
  • Negotiates fees and prepares contracts for consultant landscape architects; 
  • Develops findings and conclusions; 
  • Makes recommendations based on completed analyses;
  • Provides final review for accuracy and conformance with standards and requirements; 
  • Provides technical expertise and oversight in performing studies and research, and supervises the implementation of project components that may include reforestation, landscape buffers, pollinator habitats, water quality treatments, urban forestry, green infrastructure and invasive species management;
  • Conducts research into developing and changing industry trends, best practices, new or improved materials and testing methods, and other components relating to landscape architecture in transportation;
  • Assigns and reviews the investigations and resolutions for complaints and related community concerns;
  • Presents expert testimony in public or legislative hearings, public meetings and/or in court; 
  • May oversee or lead site inspections;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures;
    • relevant state and federal laws, statutes and regulations;
    • and ability to apply principles, practices, and methods of landscape architecture;
    • issues related to historic preservation, community development, land use, accessibility and environmental aspects of transportation improvement projects; 
    • horticulture, arboriculture, ecology, soil sciences, planting, seeding;
    • the methods, materials, equipment and tests used in landscape design and maintenance;
    • contract bid package components;
    • Public Rights-of-Way Accessibility Guidelines (PROWAG) and Americans with Disabilities Act (ADA) laws, regulations, guidelines, policies and standards;
    • roadside safety principals;
  • Knowledge of
    • highway design principals and concepts;
    • site planning including roads, highways and transportation facilities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience as a licensed landscape architect in the execution, planning, design, analysis, and coordination of work pertaining to transportation programs and projects.

SPECIAL REQUIREMENTS

  • Incumbents must possess and retain a Landscape Architect licensure from the Department of Consumer Protection State Board of Landscape Architects consistent with C.G.S. 20-372.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Transportation Supervising Landscape Architect is assigned to Salary Group FS 30a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 31.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
