PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising a statewide operating unit in the planning, coordinating, execution, and evaluation of vegetation management operations and programs.

SUPERVISION RECEIVED

Receives general direction from the Transportation Maintenance Manager in the Central Maintenance Unit or other employee of a higher grade.

SUPERVISION EXERCISED

Supervises Transportation Vegetation Management Specialists and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of the vegetation management staff in highway operations; 
  • Provides and ensures staff training and assistance, including maintenance of applicable licenses and certifications; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures, policies, and protocols;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence;
  • Performs contract evaluations, reviews, and development related to the agency’s statewide vegetation management program;
  • Oversees the preparation of Highway Vegetation Management Safety Improvement reports which record achievements to date in state roadside vegetation management such as expenditures, miles of clear zone management, conservation area establishment, invasive plant management, and tree failure incidents;  
  • Supervises revisions and updates to the Highway Operations Office Vegetation Management Guidelines, assuring compliance with national standards such as American Association of State Highway and Transportation Officials (AASHTO) and the American National Standards Institute (ANSI); 
  • Monitors and evaluates all fund distribution for vegetation management;
  • Serves as Subject Matter Expert in tree failure cases and legislative testimonies;
  • Oversees various Vegetation Management initiatives such as Pollinator Program - Pollinator Habitat Advancement and Herbicide Program - Guiderail Systems Vegetation Management;
  • Maintains routine contact with state personnel and federal officials including legislators, planners, designers, and engineers regarding safety and vegetation management standards in highway design, construction, maintenance, and traffic engineering activities, and public and private agencies and/or individuals regarding transportation roadside vegetation management and safety;
  • Serves as team lead in the administration of tree climber practicums including determining practicum questions and candidate performance evaluation standards;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures;
    • relevant state and federal laws, statutes and regulations pertaining to highway safety and vegetation management; 
    • the principles and best management practices in arboriculture, roadside vegetation management, integrated pest management, conservation area establishment, and the environment;
    • storm debris incident management;

  • Considerable ability to plan, organize, and execute projects and studies, and other programs related to planning processes and safety/vegetation management programs;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in arboriculture, roadside vegetation management, horticulture, plant science, or forestry. 

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been as an arborist independently performing a full range of tasks in the inspection and implementation of vegetation management activities and objectives. Incumbents must also possess and maintain all required certifications.

NOTE: For state employees this experience is interpreted at the level of a Transportation Vegetation Management Specialist 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in arboriculture, horticulture, plant science, or forestry may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years of a Bachelor’s degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain a valid CT Department of Energy and Environmental Protection (DEEP) issued Arborist License (class 3d), Governmental Supervisory Pesticide License (Category 6), and current Connecticut Tree Warden Certification.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.  

COMPENSATION GUIDELINES

  • The classification of Transportation Vegetation Management Supervisor is assigned to Salary Group FS 28a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 29.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
