PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the Attorney General or State Elections Enforcement Commission this class is accountable for acting as a working supervisor over other investigative or auditing staff, for conducting the more difficult investigations and for assisting in the preparation and presentation of criminal and civil cases.
SUPERVISION RECEIVED
Receives general direction from an employee of higher grade.
SUPERVISION EXERCISED
Leads Legal Investigators, auditing personnel and other staff as assigned.
EXAMPLES OF DUTIES
- Plans office or section work flow and determines priorities;
- Assists in preparation and presentation of cases;
- Makes detailed investigations of circumstances, facts and conditions connected with complaints;
- Conducts legal research;
- Locates individuals;
- Interviews witnesses, complainants and other individuals to obtain information;
- Secures evidence;
- Examines, audits and analyzes financial and other records of complex business and/or governmental transactions, corporate structures and campaign treasurers;
- Researches, compiles or coordinates compilation of economic data concerning industrial and commercial activities, complex business and/or governmental transactions, corporate structures, campaign finance data concerning compliance trends and sources of campaign money;
- Prepares comprehensive reports;
- Testifies at hearings and in court;
- May accompany other investigators and auditors in the field and assist in handling complex and sensitive investigations and/or audits;
- May establish and maintain office procedures;
- May conduct or assist in conducting performance evaluations;
- May act as liaison with operating units, agencies, outside officials, state and local election officials, law enforcement agencies regarding policies and procedures;
- Performs related duties as required.
OFFICE OF THE ATTORNEY GENERAL
- Assists in training of employees engaged in investigation of civil and some criminal matters assigned to various units or departments;
- Schedules, assigns, oversees and reviews work;
- Searches land titles;
- Prepares affidavits;
- May make recommendations on policies or standards.
STATE ELECTIONS ENFORCEMENT COMMISSION
- Assists in training of employees engaged in investigation of civil and criminal matters and auditing and review of required statements and records pertaining to any election, primary and referendum;
- Audits records and procedures of any primary, election or referendum;
- May make legislative recommendations as it affects law enforcement;
- Conducts seminars or other speaking engagements concerning requirements of campaign financing laws for local election officials, candidates and campaign treasurers;
- Provides technical assistance to the public concerning requirements of campaign financing.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of investigatory experience in law enforcement, insurance claims or a closely related field.
NOTE: Investigatory experience is defined as employment primarily involved with systematically reviewing and searching written data and material, conducting personal interviews and performing surveillance of persons or events to gather information necessary to discover, identify and prosecute civil or criminal violations of the law.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in law enforcement, public safety administration, business administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in criminal justice, public administration, public safety administration or a closely related field or a law degree may be substituted for one (1) additional year of the General Experience.
- For state employees two (2) years of experience as a Legal Investigator may be substituted for the General Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license
